Performs the following actions:\n\n* Connects to the runtime\n* Requests runtime capabilities\n\n## Command-line usage\n\nThe fbp-protocol-healthcheck tool can be used on the command-line:\n\n```bash\n$ fbp-protocol-healthcheck ws://localhost:3569\n```\n\nThe tool will exit with code 1 if the runtime is not available.
