creation:\n  - `TunnelSocket::udp(..., Some(\u0026ifname))`\n  - `TunnelSocket::ip(..., Some(\u0026ifname), ...)`\n- After creation:\n  - `tunnel.socket().unwrap().bind_to_device(\u0026ifname)?`\n\n`SO_BINDTODEVICE` typically requires `CAP_NET_ADMIN`.\n\n## Kernel Semantics Notes\n\n- `L2TP_ATTR_IFNAME` applies to sessions (`SESSION_CREATE`/session lookups), not tunnels.\n  Tunnels do not create a netdevice.\n- Managed tunnels are fd-backed.
