Following the bibliography route takes more effort. However, when the white paper is printed on paper, hyperlinks can not be resolved, so then a bibliography entry is more useful. Also, we can not guarantee that all hyperlinks will keep working in the future. A bibliography entry could provide enough information to find the external document nonetheless. So the advice is to use both methods of referencing, whenever possible.\n\n== Content\n\nThis GitHub repository contains the content for an OGC White Paper.\n\n* `document.adoc` - the main White Paper document with references to all sections\n* remaining ``adoc``s - each section of the White Paper document is in a separate document\n** follow directions in each document to populate\n* `figures` - figures go here\n* `images` - Image files for graphics go here. Image files for figures go in the `figures` directory.
