Reviews of the specs are done in gerrit,\nusing a similar workflow to how we review and merge changes to the code\nitself.\n\nThe layout of this repository is::\n\n  specs/\u003crelease\u003e/\n\nSpecifications are proposed for a given release by adding them to the\n`specs/\u003crelease\u003e` directory and posting it for review.  The implementation\nstatus of a blueprint for a given release can be found by looking at the\nblueprint in launchpad.  Not all approved blueprints will get fully\nimplemented.\n\nYou can find an example spec in `specs/template.rst`.\n\nThere is a sub-directory specs/\u003crelease\u003e/backlog to store all specs\nthat had been approved but are not implemented in a specific release.\n\nMovement of specs to the backlog would be done in a batch at the end of\na release cycle.\n\nPrior to the Juno development cycle, this repository was not used for spec\nreviews.  Reviews prior to Juno were completed entirely through Launchpad\nblueprints::\n\n  http://blueprints.launchpad.net/heat\n\nPlease note, Launchpad blueprints are still used for tracking the\ncurrent status of blueprints.
