Welcome to the DINUM Free Software Contribution Policy.

> UPDATE November, 2021: This document is being obsoleted by the free software and digital commons action plan: see https://[communs.numerique.gouv.fr](https://communs.numerique.gouv.fr).

> UPDATE March 13, 2018: The document has been validated at the February 15th, 2018 CSIC Tech.

The purpose of this document is to describe HOW to open source codes according to best practices.

To know which source codes should be open, please refer to the Law for a Digital Republic.

[comptes-organismes-publics](comptes-organismes-publics) contains a list of URLs for source code of public organizations (work in progress). This list allows to build the [dataset of source code repositories from the public sector](https://www.data.gouv.fr/fr/datasets/inventaire-des-depots-de-code-source-des-organismes-publics), which you can browse on [code.etalab.gouv.fr](https://code.etalab.gouv.fr).

The [data-codes-sources-fr](https://github.com/etalab/data-codes-sources-fr) collects metadata for all source code repositories from this list.
