TXL Language Support For Pulsar

**language-txl** adds syntax highlighting to [TXL](http://www.txl.ca/) grammar and rule files in the ~~Atom~~ [Pulsar](https://github.com/pulsar-edit/pulsar) editor.

Originally converted from Mike Hoffert's [Sublime Text TXL Syntax](http://www.txl.ca/nresources.html#Editors) from 2014.
