Attempt to continue with Program E development and update to the latest AIML standards.

Original ProgramE source Copyright 2002, Paul Rydell, original code can be found at http://sourceforge.net/projects/programe/

First commit is to update source to modern PHP standards.

Next commits are ment to update the customtags.php file to support all up to date AIML tags (starting by 'if'/'else' statements.

Any help or pull request is welcome.
