`at-hash` Produces claim value recommended by openid-connect-core spec: https://openid.net/specs/openid-connect-core-1_0.html#ImplicitIDToken related to Implicit Token flows. It should be used to produce `at_hash` claim ready to be signed in case requested response_type matches 'token id_token' or 'id_token token'
