This is an extraction of the `add-package`, `remove-package`, and `upgrade` commands from Caddy core in response to [the proposal to remove them](https://github.com/caddyserver/caddy/issues/7010).

The name of the repository and module are not finalized. The existence of this repository and module are also not confirmed until we settle on the proposal.
