Vagrant VM for DB2 Express-C on Ubuntu 16.04 LTS (xenial)

1. Download [DB2 Express-C for Linux x64 v11.1](https://www-01.ibm.com/marketing/iwm/iwm/web/pick.do?source=swg-db2expressc) into this folder

2. Spin up the Vagrant VM using `vagrant up`
