Import issues from Google Code to GitHub

Read the issues exported from Google Code using `Google Takeout`__ and

use the `Import API`__ to create the GitHub issues.

The script has been used to import `py-setproctitle issues`__. At time of

import, 7 issues/pull requests were already open on GitHub. Issues from 8 to

34 were imported with matching ids; issues 1 to 7 were imported with ids 35 to

41.
