EBCL - NautilOS Repo Setup

Provides `ebcl-repo-setup` and `ebc-sync` tools to initialize

credentials protected NautilOS debian repositories from Artifactory.

An environment file `~/.ebcl` is created such that other ebcl tools

can also make use of it
