Download the binary from package folder and run, you may need to install Java JRE first.

$ java -jar SmallTextPad_1.4.5.jar


C:> java.exe -jar SmallTextPad_1.4.5.jar

OR

Run: SmallTextPad_1.4.5.exe

If Java is not installed it can be downloaded from available opensource online.
