URF Minimal Obstruction (UMO)
Goal: define and publish a smallest concrete object X with:
(i) a URF-verifiable certificate of a target property P, and
(ii) a falsified baseline claim for at least one non-URF method family (WL/SDP/ML/heuristics),
with reproducible evidence and a public leaderboard entry.
URF Minimal Obstruction Certification (Released)
This repository includes URF Certification Artifacts.
A certification release is not a software release.
It makes no performance guarantees, no completeness claims,
and no implications beyond explicitly stated obstruction boundaries.
Certification artifacts are declarative, cryptographically signed,
immutable, and inert with respect to CI and runtime behavior.
Claims apply only under declared constraints.
All non-claims are explicitly listed in the certification files.
