Docker image for keycloak.

## Why

 - To add a docker healthcheck

## Changes

 - adds curl to image

 - configures keycloak to enable the health api

 - adds docker healthcheck 

 

## Notes

 - The healthcheck assumes keycloak's health path is at http://localhost:8080/health
