Catalog as a Service Mircoservice for an ITECH Project base on JavaEE

this mircoservice includes some "monitoring" methodes form https://github.com/AdamBien/ping

needed because a small  monitoring setup was req. for this Project

this get move back to my own github account.

and will be use for testing new stuff

Why a "withoutdb" branch?

- this is only for testing the environment of the workspace and for testing

- build up a docker composer
