wptouch-moegirl upgrade version

这里的的代码是由Dan从wptouch更改过来的的mediawiki皮肤。 http://www.memorydeleted.com/?p=210

原作者在1.18版本之后就不再更新，而MW1.23开始不再支持Skin_autodiscovery。这导致MW只要发现旧版皮肤就会不停跳错。
