Pub: A Public Key Management Service

Pub manages (i.e. SSH) public keys via a RESTful HTTP interface.  This service

serves as a Proof-of-concept for the Pubkey Authentication Access Scheme

described in doc/PubKeyAccessAuthScheme.txt.
