Dataset of 2018 US House races' deviations from the fundamentals

Deviation from Cook's PVI is encoded in `swing`.
Deviation from Cook's PVI and the median national swing is encoded in `adj_swing`.
Swings towards Republicans are coded as positive, and towards Democrats as negative.
