Olyn LogWatch Recipe

##### Percona cookbook conflict

This cookbook will install the `mailutils` package.

That includes the following dependencies in Debian 10 Buster:

`libmariadb3`  

`mariadb-common`  

`mysql-common`  

All three will cause a conflict with the Olyn Percona cookbook.

Olyn Percona is set to remove them, and they will be installed again on the second run of the logwatch recipe
