Tests if two single-precision floating-point numbers `a` and `b` are the same value.

// returns truebool = isSameValueZerof( toFloat32( 5.0 ), toFloat32( 3.0 ) );

```In contrast to the strict equality operator `===`, the function treats `NaNs` as the same value.

var bool = ( NaN === NaN );
// returns falsebool = isSameValueZerof( NaN, NaN );
// returns true
```In contrast to the [SameValue Algorithm][@stdlib/number/float32/base/assert/is-same-value] (as specified in ECMAScript 5), the function does not distinguish between `+0` and `-0`.
