Compile project "commander.sln" in Visual Studio

In Visual Studio Code build typescript

Visual Studio "Debug" or "Run"

Steps:

--- 1. all HTML, CSS and ts files will be moved to legacy folder

--- 2. Commander web app from commander-chrome

--- 3. Running and testing

--- 4. Commander cs project from commander-chrome will be added and served from fs project commander

5. Make WebServer POST requests

6. Make runnable

7. DragnDrop with Api.dll

8. Removing Commander-Chrome 

9. parts from cs will be ported to fs till commander-chrome is empty

10. Commander from legacy folder will update recent commander
