Unified I/O classes for PHP

Why IO class?

-------------

PHP has good [`SplFileObject`](http://www.php.net/splfileobject) class. But, PHP does not have pseudo-IO class for string such as [StringIO of Ruby](http://www.ruby-doc.org/stdlib-2.1.0/libdoc/stringio/rdoc/StringIO.html).
